Established by President Roosevelt on June 23, 1943, and charged with promoting the preservation of cultural properties in war areas, provided this mission did not interfere with military operations.

The Commission provided lists and reports on cultural treasures to military units, and proposed the establishment of the MFAA. The work of the ACLS and the Harvard group contributed greatly to the establishment of the Roberts Commission and provided the Commission with valuable prepared technical information.
